Heights News: January 2024 Roundup

The Peoria Heights Village Board appointed three new members to a revived Police and Fire Commission at the board’s January meeting on Jan. 16.

Unanimously selected were Nick McCumber, Jeff Shields and Greg Walters.

McCumber, 63, is the day-shift sergeant and crime prevention officer on the Bradley University Police Department, where he has worked for the last decade  following a 25-year career with the Peoria Heights Police Department. Shields, 59, is the director of sales for TADA Cognitive Solutions, the Peoria-based supply chain/health care software company where he has worked for the past 22 years. He grew up in the Heights, where his father worked for the police department and his mother was a Richwoods Township trustee. Walters, 68, is a 42-year resident of Peoria Heights and the Village’s former fire chief after a long and decorated career with the Peoria Fire Department.

The board oversees some hiring and promotion practices, disciplinary and discharge issues and the establishment of testing protocols, among other matters.

In other action or discussion:

  • The Board voted 3-2 not to move forward with hiring a water consultant to analyze issues pertaining to the potential sale of the Village’s water system to a private operation such as Illinois American Water Co.

The $20,000 contract with Woodard and Curran was defeated after a couple of trustees raised questions as to whether another study would be redundant following the Missouri-based firm’s previous evaluation of the system.

Community Development Director Wayne Aldrich told the board that Woodard and Curran would be doing a much deeper dive this time around. “Our goal is to give you the facts, not to give you the answers, so you can make a good decision,” he said.

Ultimately, that did not sway the majority, with Trustee Matt Wigginton arguing that “I’m just worried we’re getting all the information we already have for 20 grand and we’re not moving forward.”

To that latter point, Mayor Michael Phelan said that “if board members have made up their minds … to sell or not,” they should provide the administration with some more concrete direction whether to pursue a sale or put the matter to rest and keep the water system in Village hands.

  • The Board debated whether a change in policy is needed to get items on the meeting agenda for a vote.

Typically, the mayor sets the agenda after getting input from trustees, but Wigginton indicated that he would like to see a change that would allow two Village Board members to compel a vote on an issue as opposed to leaving it to “a single gatekeeper.”

Trustee Brandon Wisenburg said that he has requested agenda items in the past, and “I’ve always found the mayor to be pretty fair.” Trustee Jeff Goett also weighed in, saying “I don’t think we need to make another rule.”

Wigginton did not specify the issue he wants the board to address, but Wisenburg said he would like more time to digest it. “There’s some drama behind this,” he said.

In any case, the board will deliberate on a new ordinance regarding the placement of agenda items at its Feb. 6 meeting

FREEZING TEMPS ARE BACK, BE PREPARED!

HOW TO AVOID FROZEN PIPES

As the weather turns colder, the Village of Peoria Heights would like to remind you of the importance of preparing for the cold weather. Please remember these tips as you are preparing and protecting your pipes this winter:

Quick Tips:

  • Become familiar with the areas of your home such as basements and crawl spaces. Also be aware that unheated rooms and outside walls are particularly vulnerable to freezing.

  • Eliminate sources of cold air near water lines by insulating walls, fixing broken windows, closing off crawl spaces, and eliminating drafts near doors.

  • Locate your main water shut-off valve. If a pipe freezes or bursts, shut the water off immediately.

  • Protect your pipes and water meter by wrapping exposed pipes with insulation or an electrical pipe heater. Newspaper and fabric may be used as well.

  • If your pipes freeze:

  • Shut off the water immediately. Do not attempt to thaw frozen pipes unless the water is shut off. Freezing can often cause unseen cracks in pipes or joints.

  • Apply heat to the frozen pipe by warming the air around it, or by applying heat directly to the pipe. Use a hair dryer, space heater, or hot water. Be sure not to leave space heaters unattended and avoid the use of kerosene heaters or open flames.

  • Turn the water back on slowly once the pipes have thawed, and check for cracks and leaks.

1. INVITATION - The Village of Peoria Heights (“Village”), requests proposals from prospective tenants who are interested in leasing, certain real estate located within the Redevelopment Project Area for the Peoria Heights Tax Increment Financing District 3, commonly known as 1201/1203 East Kingman Ave., Peoria Heights, Illinois, consisting of the former pump house building, garage and the water tank located upon the property. The Village will consider tenant uses including retail, office or other uses allowed by the current zoning classification (B-2, General Retail Business) and appropriate with the surrounding neighborhood.

2. PROPERTY DESCRIPTION – The property is owned by the Village of Peoria Heights and was originally constructed as a pump house for the village water distribution system. The pumphouse is no longer in use and the property has been renovated for retail or other uses. The property includes three (3) structures, the pump house building, the garage (renovated for retail use), and the water storage tank (not renovated). Said real estate is legally described as follows (the “Subject Property”): Part of the Northwest ¼ of Section 22, Township 9, Range 8 East including all of the public park commonly known as Harriet Park and depicted on the Plat of Prospect Heights recorded in Plat Book C, page 59 and lying Easterly of Park Place and Southwesterly of Euclid Avenue and Northerly of Kingman Avenue and also including that portion of Park Place that was vacated by Ordinance dated August 7, 1934 and recorded in Miscellaneous Book 458 at page 587; situate, lying and being in the County of Peoria and State of Illinois. Financial assistance may be available for eligible improvements using TIF or BDD funding subject to the negotiated lease agreement and approval by the Village Board. 7. SELECTION - The Village may request additional information beyond the submitted proposal. The Village will select the proposal which the Village determines to be in the best interest of the Village. The Village reserves the right to base the decision on the entirety of the information provided, any additional requested information, and the sole judgment of Village officials as to the best use of the property. The Village of Peoria Heights anticipates the approval of a lease agreement to the selected proposer. Within 60 days of selection. In the event that mutually acceptable terms cannot be reached within a reasonable period of time, the Village reserves the right to undertake negotiations with the next most advantageous proposer without starting a new selection process. The Village of Peoria Heights reserves the right to reject any or all proposals, waive minor informalities, and to negotiate and approve a lease and/or redevelopment agreement. The Village of Peoria Heights will not discriminate against any interested developer on the grounds of race, religion, creed, color, gender, age, sexual orientation, disability, or national origin in the selection process.
