OUTDOOR FITNESS EQUIPMENT

The Village of Peoria Heights (Village) has received a proposal to provide an outdoor fitness court to be installed in the Peoria Heights Suburban Lions Club Park located on Glen Avenue in Peoria Heights. The proposal was received from the National Fitness Campaign (NFC) and includes:

  1. A seven (7) zone circuit training workout

  2. Application software (app) to guide participants through workouts

  3. Equipment and furnishings for the approximately 38 foot x 38 foot fitness court

The proposal does not include the installation of the concrete pad, equipment installation, or safety surfacing.

The Village of Peoria Heights, acting by and through its Village Board, will accept alternate proposals for similar outdoor fitness equipment and methods to guide participants through workouts.

Submission Guidelines

Proposals may be submitted electronically to:

Proposals will be received until 11:00 A.M. on Thursday, April 13, 2023. Late submissions will not be considered. Proposals shall be titled “PEORIA HEIGHTS RFP: OUTDOOR FITNESS EQUIPMENT”.

The following submission guidelines and requirements apply for this RFP. The Proposal must provide the following;

  1. The name and the location of the firm.

  2. Provide the name and contact information to whom RFP inquiries may be directed.

  3. A brief history of the firm and the range of services offered, including age of the firm in the number of years of experience providing services for similar projects.

  4. Information on projects where the firm rendered professional services similar to those requested in this RFP.

  5. A complete description of the proposed equipment including exhibits and technical drawings.

  6. Descriptions of application software, signage, or other methods to guide participants through workouts.

  7. A cost to furnish equipment similar to the proposed equipment from NFC.

  8. A work plan which outlines the technical approach recommended to accomplish the required work. Include task, methodologies, and a description of the client/ stakeholder’s involvement in the process.

  9. The names of at least three clients who can be contacted for references.

General Provisions

  1. During the evaluation process, the Village reserves the right, in its sole discretion, to request additional information or clarifications from those submitting, and to allow corrections of errors or omissions.

  2. Discussions and interviews may be held with firms under final consideration prior to making a selection for award; however, proposals may be accepted without such presentations or discussions.

  3. The signature on proposal documents must be that of an authorized representative of the interested party. An officer of or agent of the interested party who is empowered to bind said party in a contract shall sign the proposal and any clarifications to that proposal.

  4. All proposals must be valid for a period of 120 days from the submittal deadline.

Selection & Contract Award

Proposals will be rated on the following qualifications:

  • Thoroughness and clarity of proposal,

  • Relevant past experience with similar work,

  • Past experience of personnel proposed for this project,

  • Consultants’ reputation for quality, integrity, meeting budget, meeting schedule, responsiveness to clients,

  • Ability to understand issues impacting the community,

  • Proposed method to guide participants on use of the fitness equipment.

  • Proposed cost to supply equipment.

  • Comparison to the proposal from NFC.

Discussions, interviews, presentations and additional information beyond the submitted service proposal may be required. The Village will select the firm or firms, which the Village determines to be the most qualified to perform the Project.

The Village reserves the right to base the decision on the entirety of the information provided, the evaluation of criteria requested, and the sole judgment of Village officials as to the best service to be provided. In the event that mutually acceptable terms cannot be reached within a reasonable period of time, the Village reserves the right to undertake negotiations with the next most advantageous firm without starting a new selection process. The Village of Peoria Heights reserves the right to reject any or all proposals, waive minor informalities, and to negotiate and award the contract(s) to one or more consultants.

Questions must be received by 3:00 P.M. on Monday, April 10, 2023. The Village of Peoria Heights will, in the form of an addendum, issue any binding response that alters the content of this Request for Proposal. All addenda issued shall become a part of the contract document.
