Village adopts 2024 budget, debates how to use $1 million surplus

The Peoria Heights Village Board has adopted a fiscal year 2024 budget that anticipates nearly $4.9 million in spending against a like amount in expected revenues. The fiscal year begins May 1.

The board approved a balanced budget a year ago, as well, but ultimately 2023’s financial performance far exceeded expectations, with the Village generating a budget surplus that exceeded $1 million. That has permitted the Village to lower its property tax levy, which it will do again for this coming fiscal year. “Lowering a property tax levy is always a good thing,” said Trustee Brandon Wisenburg.

The surplus also has put the Village in a challenging if also somewhat enviable position, which is figuring out what to do with that extra $1 million plus.

There are multiple options. The Village could spend it to expand and improve services – on more police officers, for example – or invest in aged and compromised infrastructure, such as the Heights’ water system. It could put the money aside for a rainy day, though after several consecutive years of improved fiscal discipline, the Village’s fund balances are healthy. It could return the money to taxpayers by further lowering property taxes, an option favored by some trustees. Or the board could do some combination of all the above.

In any case, it’s a nice position to be in, said Mayor Michael Phelan, who pointed to the Village’s conservative budget practices and fiscal discipline, along with a healthy local economy that continues to attract investment, for producing the surge in revenues over expenditures that have put the Village in this position. Those decisions likely will be the subject of much debate over the coming weeks.

In other developments, the Board:

  • Approved the expenditure of $4,471 in Business Development District funds for façade improvements including signage at Bust’d Brewing Company, 4408 N. Prospect Road. The latter represents the first brewing operation in Peoria Heights since Pabst closed its local operation in 1982.   

  • Debated the pros and cons of spending nearly $150,000 on an outdoor fitness court, targeted potentially for the current Lions Park site on Glen Avenue. The fitness facility would be a collaboration between the Village, the California-based National Fitness Campaign and Blue Cross/Blue Shield of Illinois, which is providing grants of up to $50,000 to help defray the costs. The goal is to improve overall community health.

After several trustees expressed concerns about not having enough time or information upon which to make a decision, the matter was deferred. Ongoing maintenance costs were a particular worry. Beyond that, other Village needs may be of a higher priority, said some. Private funds could be raised to offset some of the costs, said others.

“I’d like us to keep an open mind,” said Phelan. The budget surplus does permit some spending on quality-of-life projects, he said, and this investment would potentially stabilize the surrounding neighborhoods and provide a welcome mat to the community along the popular Rock Island Greenway, while further distinguishing the Heights as a recreation destination.

  • Announced the completion of an upgraded Duryea Dog Park, also along the recreational trail, which now has new rock that is safer for pets and a water fountain for them. Meanwhile, the Village owns vacant properties throughout the community that could be converted to pocket parks with playground equipment in recreationally underserved neighborhoods, said Public Works Superintendent Chris Chandler. Those options are being explored.

  • Announced a $16,000 tourism grant award from the Illinois Department of Commerce and Economic Opportunity to help pay for events such as the Kris Kringle Market, Taste of the Heights and the Fine Art Fair. Meanwhile, the Board learned that a new water main on Galena Road for which the Village has requested up to $1.9 million in federal funding has cleared a major hurdle, with Congressman Eric Sorensen naming the project to his priority spending list for the coming year. The project still is subject to the congressional appropriations process.

  • Discussed the ongoing problem of motorists driving well above posted speed limits in the Heights. Wisenburg indicated that speeding is the most common complaint he gets from constituents. Heights police write a high number of speeding tickets relative to other communities, but they can’t be everywhere, and other measures are needed, he said.

One option could be the purchase of portable speed humps. “I think the solution is simple: to put something in their way,” said Wisenburg. “We do need to calm traffic,” agreed Trustee Elizabeth Khazzam.

The Village of Peoria Heights (Village) has received a proposal to provide an outdoor fitness court to be installed in the Peoria Heights Suburban Lions Club Park located on Glen Avenue in Peoria Heights. The proposal was received from the National Fitness Campaign (NFC) and includes:

  1. A seven (7) zone circuit training workout

  2. Application software (app) to guide participants through workouts

  3. Equipment and furnishings for the approximately 38 foot x 38 foot fitness court

The proposal does not include the installation of the concrete pad, equipment installation, or safety surfacing.

The following submission guidelines and requirements apply for this RFP. The Proposal must provide the following;

  1. The name and the location of the firm.

  2. Provide the name and contact information to whom RFP inquiries may be directed.

  3. A brief history of the firm and the range of services offered, including age of the firm in the number of years of experience providing services for similar projects.

  4. Information on projects where the firm rendered professional services similar to those requested in this RFP.

  5. A complete description of the proposed equipment including exhibits and technical drawings.

  6. Descriptions of application software, signage, or other methods to guide participants through workouts.

  7. A cost to furnish equipment similar to the proposed equipment from NFC.

  8. A work plan which outlines the technical approach recommended to accomplish the required work. Include task, methodologies, and a description of the client/ stakeholder’s involvement in the process.

  9. The names of at least three clients who can be contacted for references.

General Provisions

  1. During the evaluation process, the Village reserves the right, in its sole discretion, to request additional information or clarifications from those submitting, and to allow corrections of errors or omissions.

  2. Discussions and interviews may be held with firms under final consideration prior to making a selection for award; however, proposals may be accepted without such presentations or discussions.

  3. The signature on proposal documents must be that of an authorized representative of the interested party. An officer of or agent of the interested party who is empowered to bind said party in a contract shall sign the proposal and any clarifications to that proposal.

  4. All proposals must be valid for a period of 120 days from the submittal deadline.

Selection & Contract Award

Proposals will be rated on the following qualifications:

  • Thoroughness and clarity of proposal,

  • Relevant past experience with similar work,

  • Past experience of personnel proposed for this project,

  • Consultants’ reputation for quality, integrity, meeting budget, meeting schedule, responsiveness to clients,

  • Ability to understand issues impacting the community,

  • Proposed method to guide participants on use of the fitness equipment.

  • Proposed cost to supply equipment.

  • Comparison to the proposal from NFC.

Discussions, interviews, presentations and additional information beyond the submitted service proposal may be required. The Village will select the firm or firms, which the Village determines to be the most qualified to perform the Project.

The Village reserves the right to base the decision on the entirety of the information provided, the evaluation of criteria requested, and the sole judgment of Village officials as to the best service to be provided. In the event that mutually acceptable terms cannot be reached within a reasonable period of time, the Village reserves the right to undertake negotiations with the next most advantageous firm without starting a new selection process. The Village of Peoria Heights reserves the right to reject any or all proposals, waive minor informalities, and to negotiate and award the contract(s) to one or more consultants.

The Village of Peoria Heights (Village) intends to install an outdoor fitness court to be located in the Peoria Heights Suburban Lions Club Park on Glen Avenue in Peoria Heights. The fitness court equipment will be furnished by the National Fitness Campaign (NFC).

The Village is seeking proposals from qualified contractors for the site preparation, subgrade preparation, gravel base and concrete pad for the outdoor fitness court in conformance with the plans, details and specifications provided by the NFC.

The proposal does not include the installation of the equipment provided by NFC, anchor hardware, anchor installation or safety surfacing (tiles).

Special Provisions

  1. RESPONSIBLE BIDDER - The Village has passed a Responsible Bidder ordinance. In addition to the required payment of prevailing wages, the ordinance requires a certified Training and Apprenticeship Program for contracts over $10,000. By submitting this proposal/bid, the contractor certifies compliance with this ordinance.

  2. SITE PREPARATION - This work will include labor, equipment and materials necessary to mobilize, layout the work and grade the site to accept the aggregate base and concrete pad n the area shown in the general location sketch and confirmed by the Village Engineer. The site shall be graded to allow for appropriate drainage and the soil compacted to the satisfaction of the Village Engineer. The grading will be as required to accept the aggregate base and concrete pad as shown on the drawings and as specified.

  3. AGGREGATE BASE – This work will include all labor, equipment and materials to provide an aggregate base course for the concrete pad as shown in the drawings. The aggregate shall be 6-inches in thickness and compacted to the satisfaction of the Village Engineer. The aggregate shall be crushed gravel gradation CA 06 or CA 10. The aggregate base shall extend at least one (1) foot past the edge of the proposed concrete pad.

  4. CONCRETE SLAB – This work will include all labor, equipment and materials to install a concrete pad as detailed in the drawings provided by the National Fitness Campaign and dated March 9, 2022. The concrete pad thickness shall be 6-inches.

  5. ALTERNATE #1 / FINISH GRADING – The bid shall include an alternate bid unit price to backfill the concrete slab with suitable topsoil and provide seeding. This item may not be completed until the equipment and flooring tiles have been installed so as not to contaminate the concrete surface prior to the tile installation.

  6. ALTERNATE #2 / CONCRETE EDGE – This alternate bid includes a 4-foot wide and 4-inch deep concrete sidewalk to be placed along the entire perimeter of the concrete slab described in the plans from NFC.

The Village of Peoria Heights is seeking qualified applicants for a full-time code enforcement officer in the Village of Peoria Heights. Position pays $50,000 plus benefits.

 

Qualified candidates must have a high school diploma or equivalent as well as a valid Illinois driver’s license. The candidate will be required to pass a pre-employment criminal background check and medical physical with a drug/alcohol prescreen.
